Wealthy nations fall short of climate change aid pledge

According to the International Institute for Environment and Development, advanced countries, including Japan, the United States and the European Union, have delivered $23.6 billion in aid to climate change programs, short of the $30 billion pledged through 2012, Bloomberg reports.
