Upton, a Republican from Michigan, spoke the same day President Barack Obama traveled to the Detroit Diesel Facility to press Republicans to agree to raise income tax rates on the wealthiest earners as part of a deal to avert automatic tax rate increases on all earners on Jan. 1.
The idea of a carbon tax has been circulating this year after academics and free-market conservatives said it could be substituted for lower-income tax rates and still raise $1.5 trillion in government revenues over 10 years.
