Trouble tracking effectiveness of drug abuse programs, report says

Despite spending a projected $10.1 billion on drug abuse prevention programs in 2012, government agencies are having trouble determining what impact their projects are having, according to an investigation by the Government Accountability Office.

"Officials said that determining the impact of a prevention intervention can be difficult because it is often difficult to quantify something that did not happen—such as a youth’s decision not to use an illicit drug—because of a preventive measure," the report said.
