Russian lawmakers on Wednesday endorsed legislation banning Americans from adopting Russian children. The vote in the Duma, which has to be affirmed by Russia's upper house and likely will be, is part of Moscow's ongoing retaliation for the U.S.'s recently passed Magnitsky Act, which targets Russian human rights abusers with visa bans and asset freezes. The NYT reports.
