Industry, states lose latest appeal of EPA carbon rules

National Association of Manufacturers President Jay Timmons, speaking for a coalition of industry groups that challenged the rules, said the dissents by the two judges "send a clear signal" that legal issues stemming from EPA greenhouse gas rules remain to be addressed. He did not rule out an appeal to the Supreme Court.

"We will continue to fight against these regulations and are carefully considering seeking Supreme Court review," he said.
