Last year two Italian marines on guard on a cargo vessel fired at a suspicious boat, believing it to be a pirate craft. Instead, they hit a fishing boat, killing two Indian fishermen. In February the men were permitted to fly back to Italy to vote in national elections and to celebrate Easter. Indian officials understood that the men would return for trial, but Italy's decision not to send them back has unleashed a political storm in India levelled at Italy and at the Indian government.
