Fish and Wildlife Service lifts restriction on sea otter roaming

The Fish and Wildlife Service announced the formal end of a policy restricting endangered sea otters from roaming near the southern coast of California. The otters had been blocked over fears that they would deplete sea urchin and shellfish populations, The New York Times reports.
