EU climate chief says action needed on carbon trading program

As the European Union's carbon allowances sink in price at the market, Climate Commissioner Connie Hedegaard said the EU needs to agree to a stop-gap provision to sustain the program and set the stage to develop more substantive reforms, Reuters reports.
