Donovan: Sandy recovery will go beyond repairs

Housing and Urban Development Secretary Shaun Donovan, the overseer of post-Hurricane Sandy recovery efforts on the East Coast, said repairs to the damaged areas may result in different appearances to address structural weaknesses, The New York Times reports.
