Developer sues N.Y. environment agency over fracking moratorium

Natural-gas developer Lenape Resources has filed a lawsuit against the New York Department of Environmental Conservation and the Town of Avon to challenge a local moratorium on hydraulic fracturing, The Wall Street Journal reports.
