Boxer calls for EPA to act on authority, floats carbon tax

Sen. Barbara Boxer, D-Calif., chair of the Environment and Public Works Committee said the Environmental Protection Agency should act on its "huge authority" to reduce greenhouse gas emissions and offered a proposal to replace the gasoline tax with a carbon tax, The San Francisco Chronicle reports.
