Appeals court says NRC needs explanation for Indian Point fire-safety exemption

A federal appeals court said the Nuclear Regulatory Commission must offer an explanation for why it allowed New York's Indian Point nuclear plant a exemption for certain fire-protection rules in secret, The Journal News reports.
